Bill Process Roadmap
Summary of Objectives
ADAPT-WA is exploring a therapeutic psilocybin bill for the 2025 Legislative Session in Washington State. Groundwork has been laid by legalization advocates (led by Senator Salomon) already, and a key takeaway is that a therapeutic approach is more likely to be successful and than a legislative effort for full legalization and recreational markets.

Roadmap to 2025
Pre-Session Outreach and Community Development
September – October 2024
- Survey the entheogenic community on priorities in the context of why a therapeutic bill is preferred to full legalization (odds of passing).
- Communicate the costs and risks of going the popular initiative route.
- Build a coalition focused on therapeutic practitioners, doctors, academics, scientists, patients who can speak about their experiences, and entheogenic community leaders.
- Begin drafting language internally for a bill and focus on main benefits and lessons from Oregon Measure 109 failures.
- Identify sample bill and begin discussions with legislators in both the House and Senate.
- Begin meetings with legislators in their respective districts and seek sponsors.
- Find Bill SPONSORS, focusing on key decision makers.
November – December 2024
- Finalize bill language, secure bill sponsors.
- Legislative strategy
January 2025 (SESSION BEGINS) – April 2025
- Working Bill in Session: bill hearings, public testimony, outreach from community and key opinion leaders
- Community advocacy
ADAPT-WA’s goal is to craft and support a bill that can pass the legislature that
legalizes psilocybin for medical use as a checkpoint on the way to full legalization.
